Yup! You get to customize the theme or CSS and you even get to upload music, videos, pictures, and have a little mini-blog and post in the forums (you must still follow our forum rules, though!).

Probably, but I'm still new with Ning, and it's beyond me if you can. You can replace the logo, though.
